Obama Regime Orders Indiana Not to Use New Law Defunding Planned Parenthood

(Life News) — The Obama administration today denied Indiana’s use of its new state law that would deny millions in taxpayer dollars to the Indiana affiliate of the nation’s largest abortion business.

Governor Mitch Daniels signed the law, which would cut off anywhere from $2 million to $3 million the Planned Parenthood abortion business receives in federal funds via the Indiana government through Medicaid.

Daniels said that “any organization affected by this provision can resume receiving taxpayer dollars immediately by ceasing or separating its operations that perform abortions.”

However, the Obama administration has told the state it can’t implement the new law, with Centers for Medicare and Medicaid Services Administrator Donald Berwick denying a request to deny funds saying the federal Medicaid law stipulates that states can’t exclude providers based on the services they provide.

“Medicaid programs may not exclude qualified health care providers from providing services that are funded under the program because of a provider’s scope of practice,” Berwick wrote, according to National Journal. “We assume this decision is not unexpected.”

Berwick also said the law makes it so states can’t prohibit access to family planning, which is provided under federal law. His department released a memo advising states that they can’t exclude abrotion providers from receiving taxpayer funds via Medicaid.

Lloyd Schofield has come one step closer to achieving his mission to ban circumcision -- the surgical removal of the penile foreskin -- in the City by the Bay.

San Francisco city officials said Wednesday that Schofield had collected enough signatures -- more than 12,000 -- to put the measure on the city ballot in November 2011.

"The foreskin is there for a reason," said Schofield, who is retired from a career in the hotel industry. "It's not a birth defect. It serves an important function in a man's life, and nobody has a right to perform unnecessary surgery on another human being."

Schofield began researching circumcision several years ago and found a local group of "intactivists," people who believe that infant boys have the right to keep their foreskin intact. Together they created an advocacy group called the Prohibition of Genital Cutting of Male Minors. The ban would make it illegal to "circumcise, excise, cut or mutilate the whole or any part of the foreskin, testicles, or penis of another person who has not attained the age of 18 years."

The group has not only collected thousands of signatures but a fair share of ire from religious groups and the medical community alike.

If San Francisco residents vote for the ban, doctors, mohels and any other person who performs circumcisions would face a misdemeanor charge and have to pay up to a $1,000 fine or serve a maximum of one year in jail.

Circumcision, performed on 8-day-old males, is an important ritual in the Jewish -- and Muslim -- faiths. Marc Stern, associate general counsel for legal advocacy at the American Jewish Committee, said the Jewish community is "clearly appalled" by the proposed ban.

"This is the most direct assault on Jewish religious practice in the United States," said Stern. "It's unprecedented in American Jewish life."

"We would agree with the Jewish religious and legal scholars regarding the practice, and ... to my knowledge, there is no compelling medical reason to ban it," said Ibrahim Ramey, the human civil rights program director at the Muslim American Society Freedom Foundation. "There are religious sensitivities that are involved and the decision to circumcise ought best be left to the parents of the child, and not a political referendum."

Stern said that the Jewish community has held strategy meetings to diminish the proposal.

"We want to erase the message that anyone else can try to take away a central ritual, practiced for centuries without harm, to make sure no one tries to replicate this," Stern said.

But with the thousands of supporting signatures, San Francisco is one step closer to making the proposal a reality.

JUNE 1--The U.S. government paid a paltry $2350 to settle a lawsuit brought by a Texas woman who sued the Transportation Security Administration after her breasts were exposed during a vigorous frisking at a Texas airport, records show.

In response to a Freedom of Information Act request, the Department of Justice released a copy of the settlement agreement reached earlier this year with Lynsie Murley, the 24-year-old Amarillo woman who sued the TSA for negligence and intentional infliction of emotional distress in connection with the May 2008 incident at the Corpus Christi airport.

The eight-page agreement notes that the settlement does not constitute an admission by government officials of any “liability, fault or wrongdoing.” It also stipulates that legal fees paid to Murley’s lawyers were not to exceed 25 percent of the settlement amount (or $587.50).

Murley, pictured above, charged in her lawsuit that she was “singled out for extended search procedures,” and that a TSA agent frisked her and “pulled Plaintiff’s blouse completely down, exposing Plaintiff’s breasts to everyone in the area.”

TSA employees, Murley added, “joked and laughed about the incident for an extended period of time.” After leaving the security line to be “consoled by an acquaintance who had brought her to the airport,” Murley returned to the line, where a male TSA worker said that he had wished he was there when she first passed through. The employee, Murley recalled, added that “he would just have to watch the video.” The incident left Murley “extremely embarrassed and humiliated,” according to her complaint.

In January, when U.S. District Court filings revealed that a settlement had been reached, TSG requested a copy of the document memorializing the deal as well as the amount of money being paid to Murley.

However, Kathy Colvin, a spokesperson for the U.S. Attorney’s Office in the Northern District of Texas, refused to provide the agreement or any details about the settlement. The settlement was subsequently provided to TSG in response to a FOIA request filed with the Justice Department’s Executive Office for United States Attorneys.

Government employees lavish salaries put under scrutiny

77,000 federal employees paid more than governors

More than 77,000 federal government employees throughout the country — including computer operators, more than 5,000 air traffic controllers, 22 librarians and one interior designer — earned more than the governors of the states in which they work.

The findings, from a Congressional Research Service report requested by Sen. Tom Coburn, Oklahoma Republican, were released at a time when public workers’ salaries and benefits are under scrutiny across the country as governments try to streamline.

CRS reviewed 2009 salary figures, the most recent available, and found 77,057 employees who earned more in annual pay than their respective governors. Of those workers, 18,351 were doctors — the highest percentage. The second-highest total was for 5,170 air traffic controllers — likely both front-line controllers and their supervisors.

In Maryland, 7,283 federal employees — about 7 percent of all full-time federal employees in the state — earned more than Gov. Martin O'Malley’s $150,000 salary. Maryland was topped by Colorado, which in 2009 had 10,875 employees who made more than the $90,000 salary of the governor, Bill Ritter.

“Across America, governors are being asked to do more with less, often at lower pay than federal employees in their states. The pay gap between governors and federal employees should prompt Congress to take a closer look at federal salaries,” Mr. Coburn said. “With our debt and deficits spiraling out of control, now is the time to ask agencies — not just governors — to do more with less.”

Government workers’ salaries and benefit packages have come under fire at the local, state and national levels as agencies seek places to cut.

The workers have disputed charges that they earn, on average, more than their private-sector counterparts, but critics point out total compensation, including health care and pensions.

On average, the age of the federal work force is older, and thus likely to be higher paid, than those in the private sector. A higher percentage of federal workers than private-sector employees hold management jobs.

President Obama late last year proposed a two-year salary freeze for federal workers, following on the heels of his announcement soon after he took office in 2009 that he was freezing salaries of top White House employees.

Both houses of Congress voted this year to cut their own budgets, too.

The federal Office of Personnel Management declined to comment on the CRS report’s findings.

But Beth Moten, legislative and political director for the American Federation of Government Employees, the union that represents 625,000 federal employees, said the bigger problem is the amount of money that contractors can collect. She said contractors can be reimbursed up to $693,000 toward salaries for their top five executives, and even more for other employees doing government work.

“So the government’s paying $700,000 and more for contractor salaries, and Sen. Coburn worries about the pay of physicians who care for wounded soldiers?” Ms. Moten said. “If those governors want to make more money, they should either become contractors or try applying to medical school.”

Mr. Coburn asked for the review to use governors’ salaries, figuring a state’s chief executive’s pay would be a good yardstick for top-end salaries in each state.

California’s governor made the highest salary at $212,179 in 2009, though Arnold Schwarzenegger did not accept pay. Just 703 federal workers in California earned more than that level of pay, and all but 34 of them were in medicine.

Sites like that are usually malware spreaders themselves, masquerading as legitimate "PC Protection" application vendors, but their "free registry scans" usually leave you with a variant of the "BehavesLike.win32" virus, or something similar. In this case, the (no doubt phony) company is presenting itself as a wiki in order to improve its Google rankings, because Google's PageRank algorithm is programmed to be preferential towards wiki sites.
Microsoft may be evil, but you should check for a solution on microsoft.com before anything that looks like Wikipedia, which is never the solution for anything. Such as...

22-page brief filed with FBI claims 'irrefutable proof' document a fraud

This is the first of three articles on the criminal complaint that scanner-expert Doug Vogt filed last week with the FBI.

An international expert on scanners and document-imaging software filed a 22-page criminal complaint with the FBI, charging that the long-form birth certificate released by the White House is criminally fraudulent.

"What the Obama administration released is a PDF image that they are trying to pass off as a Certificate of Live Birth Long Form printed on green security paper by the Hawaiian Health Department," Doug Vogt writes, "but this form is a created forgery."

Vogt's criminal complaint asserts: "I have irrefutably proven that the Certificate of Live Birth that President Obama presented to the world on April 27, 2011, is a fraudulently created document put together using the Adobe Photoshop or Illustrator programs, and the creation of this forgery of a public document constitutes a class B felony in Hawaii and multiple violations under U.S. Code section Title 18, Part 1, Chapter 47, Sec.1028, and therefore an impeachable offense."

When the Obama birth certificate "forgery" comes to the public's attention, Vogt continues, "It will surpass all previous scandals including the Watergate scandal of the Nixon administration."

Since 1993, Vogt has owned Archive Index Systems Inc., in Bellevue, Wash., a company that sells a wide variety of document scanners worldwide and develops document imaging software.

Before that, Vogt owned Nova Typesetting for 11 years.

Curved and non-curved lines of type

Vogt says that the curved surface on the left margin of the Obama birth certificate suggests the county employee who did the original scanning of the document did not take the individual page out of the binder.

"The result is that all the pages in that book display a parallax distorted image of the lines and type," he says.

He claims, however, that the information typed into the form does not curve like the printed text on the form itself.

As seen in Figure 1 below, the word "Sex" on the printed form curves into the binder, while the typed word "Male" does not, Vogt argues.

Vogt observes that the word "Sex" printed on the form slants more to the left than the typed-in word "Male" below it.

He claims to have found another parallax problem in line 6c, "Name of Hospital or Institution."

The word "Name" printed on the form and the lines above and below drop down two pixels while the typed-in hospital name, "Kapiolani," does not, he says.

"The conclusion you must come to is that the typed-in form was superimposed over an existing original Certificate of Live Birth form," Vogt writes.

Vogt contends that the forger placed the typed-in text over the printed copy, creating a composite from a variety of original birth certificate forms.

"In fact, since I found some of the form headings scanned in as binary and grayscale, the form itself is a composite but the person who created it did not flatten the image of the blank form and save it as one file before they started placing the typewriter text on the composite form," he says. "The individual(s) who perpetrated this forgery could not evidently find a blank form in the clerk's imaging database, so they were forced to clean up existing forms and overlay the typewriter type we see here."

'Halo'

A "white-halo effect" around some of the printed and typed-in letters on the form convinced Vogt that the document was a forgery.

If the birth certificate were a scan, as the White House maintained, it should have been a grayscale image in which no haloing effect would be visible, he reasons

The next image is a color scan in which there is no halo effect, with the green color of the security paper touching the edge of the type:

Vogt's argument is that a grayscale scan or a color image scan, as seen above, can be converted to a black-and-white binary image.

However, the presence of grayscale and binary images on the same scan is a clear indication of document manipulation, he contends.

"The important thing to remember is that you cannot have grayscale and binary on the same scan unless the image is a composite," Vogt argues. "This means that different components of the whole image are made up of smaller parts."

What produced the white-halo effect?

"We know that all the original Certificates of Live Birth were microfilmed because we can see the Nordyke certificate (below) was microfilmed," he explains. "Then, some time after 2004, the paper original copies, in post binder books, were scanned using a commercial document scanner with a flat bed, scanned as grayscale images."

Vogt concludes that the forger was forced to invert the microfilmed images of original birth certificates to grayscale, as seen below, before the originals could be used to form a composite.

Next, Vogt says, the forger converted the grayscale inverted image to a binary image and placed it onto a background form image.

"The problem was that there were still image values for the pixels around the placed type," Vogt observes, "so when he/she placed the type image over the background and instructed the program to bring the type "forward" it blanked out the background image, hence the haloing effect around the type."

'Another smoking gun'

Finally, Vogt contends that the birth certificate released by the White House is loaded with binary and grayscale letters, "which is just another smoking gun that this form is a forgery."

Some of the lines and some of the boxes on the White House birth certificate were scanned using grayscale, but only some of the form headings and some of the letters were grayscale, he said.

Vogt produced the image below to illustrate his point:

You will notice that the H and, al, in Hospital, I in Institution, (If and again the h and l in hospital were grayscale images, but the rest of the line is binary. The typewriter line below was scanned in as a binary image. I can also tell you for certainty that the form type was scanned in at a lower resolution (≤200 dpi). This is because of the size of the pixels on the letters were such that the openings on the a and s on the first line are not visible and filled in. This may also further indicate that forger took some of the type images from the microfilmed copies.

As another example of grayscale and binary type on the same line, Vogt selected the name "BARACK" from the form's box "1a," as show below:

"For some reason the 'R' is a grayscale image and the rest is binary," he writes. "That means the 'R' was originally on the form and the rest was not until it was added."

Vogt asks why the forger would leave some grayscale images in the form and not just erase the whole form.

He answer is that the forger needed to leave the grayscale images to re-establish the baseline of the type in order to place the superimposed binary type properly, in line with the other typing on the form.

"This also told me that the forger was an experienced graphic artist," Vogt concludes.

Another example was the birth certificate number itself, as seen below:

"This is just another example of a cut and paste job," Vogt noted. "It also means we do not know what the real birth certificate number is, if there even is one."

Vogt's verdict

Vogt concludes that the Obama birth certificate document released by the White House on April 27 is an "outrageous and obvious" fraud.

"You could truly call this a Frankenstein Certificate of Live Birth," he says in summary.

"It is a logical conclusion," he says, "that since President Barack Obama felt it necessary to have a Certificate of Live Birth forged for himself then we must conclude that there is in fact no birth certificate in Hawaii and therefore he was not born inside the United States, as the Constitution requires, and he knew it and others also knew it but wanted him in office for whatever reason."
