The Illegal Immigration Reform and Immigrant Responsibility Act, a1996 federal law (IIRIRA) requires local governments to cooperate with Department of Homeland Security's Immigration and Customs Enforcement (ICE), many large urban cities and some small) have adopted sanctuary policies.
