Obama lied and people died. The program was instigated in order to seek more stringent gun control legislation.
The plan was to put guns into Mexican drug cartels hands which would be used in crimes and then the guns would be traced back to America, thus implying that America needs tighter gun controls.
This is absolutely necessary in order for the new world order to emerge. The Japanese considered invading the US in WWII but decided against it because so many Americans had guns. Instead they bombed Pearl Harbor.
