Republican HGW Bush signed the 1992 Rio Agenda 21 document and Democrat Bill Clinton fast forwarded it by Executive Order.

President George H.W. Bush (1989 – 1993)
“This is an historic moment...we have before us the opportunity to forge for ourselves and for future generations a new world order— a world where the rule of law, not the law of the jungle, governs the conduct of nations. When we are successful, and we will be, we have a real chance at this new world order, an order in which a credible United Nations can use its peacekeeping role to fulfill the promise and vision of the U.N.’s founders.” ~ President George H.W. Bush, 1991.
Endorsed by then President George H.W. Bush, and signed along with another 178 U.N. nations, the environmental initiative presented at the Agenda 21 Earth Summit has instilled every United States federal department with “sustainable development” initiatives known as “soft laws” agreements. Not actual treaties requiring ratification, but, which may later result in a “hard law,” the first step toward a treaty-making process resulting in a binding law. Eventually, leading to socialist control?
What it a “soft law?”
“Soft law is the use of centralized governments to bribe with aid either smaller government sub-units (states or localities) or private companies for following even more stringent eco-standards with tax breaks or outright cash ‘aid.’ “The key characteristic of this kind of law is that it has a weak nature, with no legal obligations to bind anyone to the law. These laws also tend to be less precise in definition, nature, and scope, and usually do not delegate authority to other bodies for the purpose of enforcement.”
On the state and local level, the push for “soft law” is led by the International Council for Local Environmental Initiatives, or ICLEI, which was founded a couple of years before the 1992 Rio Summit. More than 1,000 state, county, and municipal government organizations around the world are dues-paying ICLEI members, and are pushing this radical environmentalist agenda with bribes and stiffer regulations.” [Scroll to participating U.S. ICLEI cities list]
In sum, what this eventually leads to for Americans is a lower standard of living which is already occurring across the nation.
Since the advent of “sustainable development” with the supportive role of President George H.W. Bush, the resulting influences stems from the ICLEI “soft law” approach.
For example, Lincoln, Nebraska has implanted many Agenda 21 guidelines via “smart-growth policies that enforce high-density housing with a mix of commercial and residential properties, bike-friendly streets and walking space,” with the goal of using fewer cars, encouraging increased walking and bicycle use, and energy audits of homes to support costly solar panels installation at the expense of the home owner.
Also notable is that prior to his presidency, George H.W. Bush served as United States Ambassador to the United Nations from 1971 to 1973.

President William J. Clinton (1993 – 2001)
Former President William J. Clinton and now President Barack Hussein Obama are unremitting with their gripping push for “sustainable development” to move America toward a global economy beginning at the grass roots level. As stated in Part I, the current changing results toward “sustainable development” began its slow destruction of America’s sovereignty more than 30 years ago giving birth to a reinvention of government.
With the election of President Bill Clinton in 1993, a more aggressive stance in the push toward assuring the goals of Agenda 21 began to form with his early enactment the first year of his presidency with the signing of Executive Order 12852 - Presidents Council on Sustainable Development, with five revisions of the order during his tenure.
Upon signing Executive Order 12852, President Bill Clinton established a 25-member council dubbed The President’s Council on Sustainable Development.
“The Council shall advise the President on matters involving ‘Sustainable Development’ is broadly defined as economic growth that will benefit present and future generations without detrimentally affecting the resources or biological systems of the planet.”
Members of the council were comprised of Clinton’s cabinet members including the EPA, the DOT, DOE; members of major corporations such as American Electric Power, BP Amoco, S.C. Johnson, Enron, and General Motors; and, various non-profit groups including the Sierra Club, the Natural Resources Defense Council, and the Council on Environmental Quality.
Amazingly, several of the non-profit groups receive funding from George Soros’ Open Society Institute a Soros sub-group, the Tides Foundation. For example, beginning in 2002, the Tides Foundation contributed $400,000 to the Natural Resources Defense Council, a far-reaching progressive global think tank, but from 1997 through 2002, contributions totaled nearly $24 million. Also notable is a contribution in 2001 of $25,000 from ACORN, another Soros-tied group.
Task forces stemming from the Council were assigned several targets: climate change principles, economic, regulatory, and voluntary measures, technology, cross-cutting policies, greenhouse gas reduction, community forums for educating the public, and many more.
While spending time pushing his sustainable development goals, a thorn arose in the side of President Clinton: The Kyoto Treaty.
“Negotiated by the Clinton/Gore Administration in December 1997, the Kyoto Protocol would require the U.S. and other industrialized nations to make economically-drastic cuts in carbon dioxide emissions. Then Vice President Gore and environmental groups made shrill, scientifically-unsupported arguments that carbon dioxide [CO2 emissions] are dangerously heating the planet, and that the Kyoto treaty is vital to saving the Earth from the myriad of climatic apocalypses this human-induced warming would spawn,” said John Carlisle of the National Policy Analysis.
The Kyoto Treaty held the promise of repressive economic costs for American taxpayers up to $400 billion dollars annually, the rising of electric utility bills and heating oil of approximately 86 percent and 76 percent respectively. Add to that a Kyoto gasoline tax of 66 cents per gallon. “In total, if Kyoto were adopted each U.S. household would have to spend an extra $1,740 per year on energy.” This estimate was a result of a 1998 study. Imagine the annual costs in 2012 if now President Barack Hussein Obama completes his wish for a cap-and-trade initiative!
But, President Clinton eventually signed off on the Kyoto Protocol, not the actual Treaty, well aware of its unpopularity in the House and Senate and that it would not pass.
Clinton, however, had a means to avoid the ratification process: The Environmental Protection Agency. According to Energy Advocate, all he needed to do was manipulate the Agency enabling it to implement the Treaty’s goals.
“George Bush made campaign promises in 2000 to regulate carbon dioxide as a pollutant. However, in 2001, George Bush pulled the US out of the Kyoto accords as one of the first acts of his presidency. Bush dismissed Kyoto Protocol as too costly, describing it as "an unrealistic and ever-tightening straitjacket." Lately, the White House has even questioned the validity of the science behind global warming, and claims that millions of jobs will be lost if the US joins in this world pact.”
Following his Presidency, Bill Clinton continues his fight toward global governance via sustainable development via The William J. Clinton Foundation. The Clinton Global Initiative (CGI), begun by the Clinton Foundation in 2005, attempts to address world problems such as global public health, poverty alleviation and religious and ethnic conflict. He met with foreign leaders to promote this initiative. The foundation has received donations from a number of governments all over the world, including Asia and the Middle East.
“Clinton's foundation joined with the Large Cities Climate Leadership Group, now officially known as C40, in 2006, to improve cooperation among those cities, and to work to reduce urban carbon dioxide emissions in order to promote climate change.”
Yet, oxygen is normally breathed into the lungs and exhaled as carbon dioxide, and plants and trees normally emit carbon dioxide.
President George W. Bush (2001 – 2009)
During the two terms of President George W. Bush, the aggressive moves of his father, H.W., and former President Clinton, the “green” initiative slowed with then President Bush when he began questioning the reality of global warming via greenhouse gases, resulting in his rejection of the Kyoto Treaty as discussed during Bill Clinton’s administration. And, Clinton was not happy with Bush’s decision.
“The Kyoto Treaty protocol was agreed upon through international co-operation under the United Nations Framework Convention on Climate Change (UNFCCC), which was created in 1992.
Simply put, the UNFCCC has one goal: to deal with the fact that human activity is changing the way energy from the sun affects the Earth's atmosphere. More specifically, the Kyoto accord aims to reduce greenhouse gases, such as the carbon dioxide released from automobiles and smoke stacks, which scientists say are linked to rising temperatures and changing weather patterns around the world.
However, global warming remains a heated debate. Other scientists oppose linking greenhouse gases to rising temperatures, saying climate change is a natural part of our planet's evolution.
In March 2001, U.S. President George W. Bush announced his administration was opposed to the Kyoto Protocol.
Bush said he would not submit the treaty to Congress for ratification, because opposition in the Senate meant it stood no chance of passing. Bush said global warming issues are very serious, but the country's energy shortages and economy are more important.”
But, while President Bush did not sign the Kyoto treaty, he did maintain the global implications of Agenda 21. During a Presidential debate for his second term with opponent John Kerry, Bush reinforced his eco-activist accomplishments during his first term to include:
- Reducing pollution from off-road diesel engines by 90 percent.
- Increasing wetlands (i.e., The Florida Everglades).
- Rejuvenating urban sore-spots.
- Reducing greenhouse gases including sulfur dioxide, nitrogen oxide and mercury.
- Protecting primary Western forests.
- Introducing a farm bill for a federal conservation reserve program to grab land of millions of acres for the protection of wildlife and habitat.
- Proposing a technology to "change the way we live for the good of the environment."
- Proposing $1 billion toward technology for the development of hydrogen cars,” and clean coal technology.
In sum, moves supportive of sustainable development.
Part 3 will discuss the actions of these Presidents in achieving this goal of destroying American sovereignty. Next, President Barack Hussein Obama.
