McConnell Reverses Position, Will Back Earmark Ban
Senate Minority Leader Mitch McConnell announced Monday he was dropping his opposition to a Conference-wide earmark moratorium, all but ensuring Republicans will adopt a ban on the practice in the 112th Congress.
